The United States Congress is a bicameral legislature of the federal government of the United States of America consisting of an upper chamber, the United States Senate, and a lower chamber, the United States House of Representatives. The United States Congress meets annually in Washington D.C., convening in January for a set period of time each month, with the exception of June and August, when both chambers are in recess.

The 100 member Senate is currently controlled by the Republicans, holding 52 seats, with the Senate Democrats holding 48 seats (two caucusing Independents). Two United States Senators are elected from each of the 50 states, serving a term lasting six years. The 435 member House of Representatives is currently controlled by the Republicans, holding 237 seats, with the Democrats holding 193 seats. There are currently five vacant seats. Representatives are elected on basis of population as measured by the United States Census, and each state is entitled a minimum of one congressional district. All elected Representatives serve a two year term. While the total number of voting representatives is fixed by law at 435 members, an additional six members maintain representation in Congress, these include: Washington D.C., Puerto Rico, American Samoa, Guam, Northern Mariana Islands, and the US Virgin Islands.
